China always gets criticized for having weak IP enforcement. I was thinking
they should turn it around and make it a virtue: no patents here! And
encourage other countries to do likewise.

As it is WIPO is aiming for world domination and there is little in the way
of principled opposing force.

So a serious question: is there a software company friendly jurisdiction?

It won't help, if you want to sell into the US or other jurisdictions that
do recognize such patents. A patent is not the right to do something; it
is the right to prevent others from making, using, selling, or importing
the protected idea.
