+1. The original German PDF states with just one vaguely evasive sentence "yes, but depends on type and quality". Also German law enforcement is known for sleight-of-hand such as installing malware while computer is "inspected by customs". Another possibility is that an IT guy "didn't want to disappoint", thus the answer is "what they wanted to hear" while also technically true for PGP/GPG in symmetric mode with weak password and SSH password bruteforcing.
