I'll include your patch in the next release if you can submit it this week. 
I can create some test vectors myself using Crypto++. I did this for 
testvectors/dsa_1363.txt for example.

Do you mean http://cr.yp.to/chacha.html? If so, then probably not, but I am 
planning to add XSalsa20. I note that Bernstein is not planning to include 
ChaCha in his own (to be released) crypto library (see 
http://nacl.cr.yp.to/stream.html).
