Sourceforge and GitHub already had the updated DSA (it includes the missing 
gfpcrypt.h):

 * http://github.com/weidai11/cryptopp/blob/master/dsa.h
 * http://sourceforge.net/p/cryptopp/code/HEAD/tree/trunk/c5/dsa.h

No changes were made to Sourceforge and GitHub; and no re-tagging was 
performed.

That means the only change that occured was a new 5.6.3 ZIP uploaded; and a 
new set of hashes was generated and published.
