Maybe the pre-made approach can be implemented first, then the dynamic
approach would be added as an optional task (at the condition that
Shivoam would be interested by such work)?

To be noted that Jorrit implemented a solution for the dynamic approach
back in 2001, it is the iPcMeshDeform property class in CEL. It deforms
on demand a mesh by displacing its vertices with a noisy function. I
guess this can be improved eg by being able to add dynamically new
displacement vertices either by software or using a geometry shader,
and/or adding decals with displacement shaders.
