You could also do +bot_kick in the hammer launch options. 90% sure it'll
work (Along with any game mode commands.)

I'd like to point out that this is merely one of many reasons why
running/testing custom maps in GO is a fairly obnoxious process.
Between this, the menu's inability to launch custom maps, awkward
console commands for gamemode selection, and the lack of a
free-look spectator camera, I've grown pretty frustrated.
In CS:S it takes 4 mouse clicks to start up a custom map just the
way I need - 2 if it's the last map I ran. In GO it's an absolute
chore. Can the game's interface please get an upgrade?
