I understand they might be afraid of key-reselling, however, I am quite confident there are some key users on this list who have a sort of trust relationship build with VALVe over the years. I would love to see them take things up a bit more with those users.

That's what happened already with people who took survey and got lucky. So i've heard rumours they get only one key and not extra key to a "friend". This is no way confirmed though.
