I understand they might be afraid of key-reselling, however, I am quite 
confident there are some key users on this list who have a sort of trust 
relationship build with VALVe over the years. I would love to see them take 
things up a bit more with those users.

Well better way to distribute those keys would be by old years running
communities as they still have the most players in their reach that
might just be best testing material but there is always a chance that
someone will go on and start selling those keys forward. That's what
happened already with people who took survey and got lucky. So i've
heard rumours they get only one key and not extra key to a "friend".
This is no way confirmed though.

There's still plenty of people without the keys and i'd be happy also to
share them to our most active regular players too.
