Hmm, the reselling thing is a bit bizarre and some would perhaps say, evil and taking advantage - but it is also a solvable one, istm.
Having said that, istm that it ought to be possible for communities to provide large lists of steam ids for Valve to choose from - like say a few thousand for instance and then let Valve pick a chunk here and a chunk there. There would, of course, end up being some overlap, but istm that the reselling absurdities can be eliminated by simply having large numbers of regulars to choose from. That's what happened already with people who took survey and got lucky. So i've heard rumours they get only one key and not extra key to a "friend". This is no way confirmed though.
