There's currently a bug in CS:GO that will cause your server to not be listed if you don't set the sv_region variable. It will be fixed soon.

I have never set it on L4D2 servers and they have been populated with occasional lack of players at couple of times. Matchmaking doesn't care about region setting, servers are matched to players in other ways.
