So how do we know what goes in server.cfg and what goes into gamemodes_server.txt?...

I think it should be added at gamemodes_server.txt, not in server.cfg This Player Count "problem" is volitional i think. In CS:S it´s the same: bots are subtracted in INGAME-Serverbrowser, not in Steam-Serverbrowser. That is because people normally don´t want to play against bots.
