Its added to gamemodes.txt, that cvar already existed under the gungame
gamemode section in that file. im wondering if its only for gungame.

in which file did you add it? I think it should be added at
gamemodes_server.txt, not in server.cfg
This Player Count "problem" is volitional i think. In CS:S it´s
the same: bots are subtracted in INGAME-Serverbrowser, not in
Steam-Serverbrowser. That is because people normally don´t want to
play against bots.
