In regards to your first problem:I haven't tried using the mapcycle yet; 
instead I create a new mapgroup and then assign a mp_timelimit which should 
rotate the maps (this is un-tested on vanilla servers; but seems to work on 
servers running sourcemod)
The 29 rounds left issue is due to a known bug; If I recall correctly then 
someone on the mailing-list have reported this bug earlier. A temporary (but 
ugly) work-around is to simply set maxrounds to 99999.

mapcycle.txtde_train_sede_dust2_sede_inferno_Se
nextmap says de_dust2_se but it still just reload the current played map when 
its time to change.
