Indeed its a mess, very confusing for players with the only benefit that you
can configure multiple modes independently which can be much better achieved
with multiple server.cfg files.
Would really like to see it removed and reverted back to server.cfg and a
normal maplist.txt

Lots have really trouble to even configure their servers ... Sorry but this
gamemodes_server.txt is a backstep right now.
