Someone already answered your question "It's a client cvar, not existing on the server. They also renamed it to cl_playerspraydisable2 and marked it as dev only. You can't enable it."
In other words: cl_variable is a CLIENT side cvar. These are set by your players in their console. sv_variable is a SERVER side cvar. It is set in server console or by using RCON/sm_rcon But in any case, the cvar is now marked as dev only and cannot be enabled.
