I'm not having any issues running the server on Ubuntu here.   

But here is a test.  Make sure you have your wan IP and your port in launch.
Make sure you are still logged out of steam on your primary PC as well as
steamcmd.  Under these conditions people will be able to connect to your
server with no problems.   Now log on to steam on your gaming pc - now
players can no longer connect through "join game" like you described.  And I
want to clarify that this is ONLY when running the server on your home
network while using steam on another PC on same network - this isn't a
rental or dedicated server issue.


And as far as the dynamic IP issue, to my knowledge there are no steam games
that let u use a dns record as your steam IP.  I used to run servers from
home on FIOS and my IP would only change 1-2 per year, but I still tried
everything imaginable to solve that problem without purchasing a static IP.
Years ago you could do a redirect server but those were disabled even b4 the
OB update for CS:S.

I think connecting to my server is no longer a problem. But connecting with
Join game is a problem. Players got stuck in loading screen and they get
connection failed after 10 retries. 

And then, I asked them to check my game info, everything is fine. The ip is
my public ip adress and the correct port number. People have said add +ip
0.0.0.0 in startup. That makes the problem even worst. The ip will appear as
0.0.0.0:27015. 

As I dont have a static ip address... I need to use DNS records. The problem
is I can't use my domain as ip. Players won't be able to connect and server
keeps on restart every 10 seconds.

Setting up a CS:GO server is the hardest among other source games.
Especially in Linux. I am currently using Ububtu 12.04 LTS with several game
servers running.
