It's hard to say what exactly the requirement best to have.... I'm now using Xeon E3-1235 with 16GB RAM,I have no problem for 32 people playing at the same time. But I just open only one instance, I have to test some more.
>From the experience of cs1.6,I think a robust CPU is the most important part of your server.You should use at least 4 Core for serving. The minimum of RAM I recommend 4G Hope this help you.
