Temporarely files, such as map downloads go to \STEAM\steamapps\common\Counter-Strike Global Offensive\csgo\cache untill the download is completed. Once done, they go to their appropriate location. Usually games can continue the download where they left off but it looks like this is yet another bug where CSGO cannot do so.

Check that cache folder, clear it up and try again. Then report here how it turns out.

I believe maps are downloaded onto a temporary folder and then extracted to the maps folder once it's finished. There's probably some MD5 Sum check between those steps, so I wouldn't think a download got corrupted in your maps folder.
