I know this doesn't address the issue...and everyone likes something
different...

But 38 players don't belong in a Counter-Strike game. It would become a
sloppy, run-and-gun, people everywhere game. I run a 20 person server...and
even the 10v10's seem sort of cramped depending on the map.
