Well, isn't that file for the normal download?I mean trough http / ftp from a server? I never thought it would be for workshop as well since it's by subscriptions.

I have had problems with maps not downloading completely from fast redirect. My fix was to delete the files in cache folder would allow the download to work. You can find your cache folder in the following directory: .....Steam\Steamapps\common\Counter_Strike_Global_Offensive\csgo\cache Delete any files in this folder and try downloading the map(s) again.
