which startup command should it be +net_public_adr or +ip?
I am having problems on windows machine, once the server starts up it says your
public ip is 0.0.0.0
on linux it works just fine.

Can we see your launch line? What's the output on the server when you type
status?
Try adding +net_public_adr 8.2.120.54 to it.
