More than likely Mike D had it right.  At round start with all entities on
the map, your peaking 1 core at 90-100% which is causing the drop.  Once a
few entities are removed, it drops back.  A faster core speed would assist
with this issue. The processes do thread, but seems like it still favors 1
core.
