I have noticed this myself over the past while. (Dunno if it's related though) but whenever a round starts, there is server lag (And when there is bots playing they spazz out) and lasts for about 15 seconds.
Then it's working perfectly for the rest of the round. Next round...Lags at the start of the round. This happens on 'Motel' 'Dust2' and 'Nuke'.
