It seems to happen whenever Steam has issues. Your server is running on
a lobby, which is ran by Steam. When that lobby goes down, your server
will not be able to serve players.
I was playing matches through matchmaking today, unable to find servers
and it also mentioned one point that Steam must be running after the
match. It was about 7-8 hours ago and even the Steampowered forums have
been giving database errors and being very slow for couple of days.
