That actually makes me want to ask : Why not resume the BETA system that HPE started on CSS towards the end ?
It would be better if some of these problems could be tested by a handful of volunteers and fixed BEFORE it is released for the public. I really can't understand this process of having us do the beta testing, really. This problem with workshop maps not loading and the impossibility to load them with a changelevel happened to everyone right ? So what ? Didn't you (Valve) even launch a server to make sure everything was ok ? And then we have to deal with it until you can fix it. Just one of many ideas that could really improve the game overall, and make it more enjoyable (at least for server operators and by extension for the community).
