Change those cvars mp_friendlyfire to 1 ff_damage_reduction_bullets between 0.0 and 1.0 (0.50=50% of friendly fire damage) ff_damage_reduction_grenade between 0.0 and 1.0 ff_damage_reduction_grenade_self between 0.0 and 1.0 ff_damage_reduction_other between 0.0 and 1.0
