When steam goes down all players are disconnected from CS:GO servers either due to "No Steam Logon" or "Timeout". The "No Steam Logon" disconnect reason has been happening since the launch, the timeout reason only started occurring a few months ago, and I believe it happens when the CS:GO server loses connectivity to steam and is unable to reconnect.
