CSGO dont support 2 cores does it?

I found the solution. I have to setup
the affinity of the csgo server process to no more than 2 cores,
the packet loss instantly disappears. I think valve will have to
fix this. 2 cores is not enough for a csgo server.
I hope this temporary fix works for others.
