5-10Mbps is not enough for a full 22 slot 128 tick server. Are you seeing any choke or loss on the players experiencing the update rate dip?

Recently, I have been suffering from a strange problem. Players are failing to keep stable updaterate on my server which is causing lags and spike. Players who connect to my server are connected through with an internet exchange. The server's IX b/w is 20 Mbps. Internet b/w is 5~10 Mbps.
Pc is directly connected to the ISP switch.
