Betting skins would require hooking into the Steam API I believe which I don't really think I've ever seen someone successfully do with Sourcemod. I guess you could do it with hooking into a web server that is using the steam API and then use that to manage the transaction but having the game itself bet and trade skins seems difficult and maybe beyond the realm of possibility with howcsrcds/steam pipe is programmed.
