Here we are almost two months now, and it appears only "selective maps" will
allow an MOTD screen. Can we address this NOW and allow MOTD screens for ALL
maps in ALL modes.

Valve made a mistake within the last updates and disabled the motd from
community servers also. Previously it was only disabled in official
matchmaking. Problem is not in your end.
