I also experienced this in a competitive match last evening. I live in downtown Seattle, connected to a New York MM server (playing with friends) and my ping was as usual around 100, but I was teleporting and had a 30-40% packet loss. After the match I connected to a community deathmatch server in Texas with a ping around 60, no loss, no lag whatsoever.
