So far I didn't have much trouble with high vars, but I guess a slow HDD would only
become relevant if the server has to swap (in case there's not enough RAM).
Afaik the var shows the std. deviation of the servers frametime, so i guess the most likely thing to check is the cpu load.
Are you running at 64 or 128 ticks?

The main reason that you have a high var is because you're CPU is too slow (and probably also has something to do with how it handles single threads?). However, your server's var would probably also be affected if the HDD is transfering too slowly, or if there's not enough free RAM.
