Change either the ports CS GO uses or the ports srcds uses. Personally I've 
changed the ports CS GO uses with the launch commands 

-port 27017 +clientport 27007

You will also have to use the truly dedicated srcds you download using steamcmd 
the one found on the steam tools can't be run alongside CS GO.
