I'm almost positive that they didn't ban it, they just removed it because
they didn't wanna start a beef with Valve since Valve profits off skins and
this plugin is giving them away for free. I think the creator, Francisco,
had that edited into the top of the plugin thread on Allied mods. None of
the community owners that I know who use it have had any issues such as
bans.

I know this isn't what you're looking for, but since I'm here Im gonna give
my perspective. As a community owner, I feel like I can get by just fine
without this. Tons of players on my servers want it, more than half the
people who join always type !ws damn near immediately. But Valve is already
killing communities more each and every major update. I don't wanna be part
of the reason they execute us faster. Valve is known to retaliate heavily
when their systems are abused (e.g - tf2 quickplay). If we start giving
away all skins free to players on community servers, they might cut off
community server drops completely. Then what do we have left if we aren't a
surf/mg/zm/niche community with a big following? I mean, not only did they
destroy the TF2 community with their quickplay changes but they just went
even further with this gun-mettle update that is exclusively on Official
Valve servers (if i remember correctly). On top of that, Valve sent out a
notification to server owners through HLDS_servers list letting them know
of the gun-mettle update and that community servers weren't included. Lol.
How messed up is that. "warning gentlemen, say goodbye to your communities.
Love, Volvo"

As we all know, Valve has made things very difficult for CS:GO communities
and it will only get worse. We shouldn't expedite the situation.
