I've revolved around this debate a few times now and should probably chime in.

I'm fairly certain Valve has been aware of this activity for some time and more 
than likely already has some form of development strategy in place to ensure 
these plugins don't hurt the CS:GO Community Market economy.
We need to consider that players don't receive items in the their inventory and 
the weapon paintkits only work on community servers that run one of the plugins.
We also need to consider that there are lots of players with lots of unique 
attitudes towards these plugins/servers.
1. I don't need to spend into the Community Market economy because the servers 
I play on let me even make my C4 Case Hardened.2. I play on these servers to 
check out the new weapon paintkits so I can figure out what I want to 
buy/trade.3. I don't play on these servers because all the players are cheap 
scapes.4. I only play MM so I couldn't give a shit.
 
There are both positive, neutral and negative aspects of what is happening. 
Attitude 1 is the most concerning and raises the question: How do we motivate 
these players to want to buy into the economy if they stopped due to these 
servers?
One such strategy could relate to the new ranking system. It has clearly driven 
the desire for players to play more on Valve servers, which drives the desire 
for players to spend into the economy for weapon paintkits they want to show 
off.
You can also consider that players of these servers may be more inclined sell 
their dropped items from such plugins on their favorite server.

There could also be more harsh strategies in place if this activity has a large 
scale impact in the CS:GO Community Market economy.
I also consider Valve has really refined their integrated selling strategy from 
day one when they released paintkits in general for CS:GO. What they know, what 
strategies they plan, will more than likely remain behind locked doors until 
their effects take place. Valve is a big business after all, you don't blurt 
every thought or plan and everything is very carefully considered behind the 
scenes.

   My personal attitudes towards the use of these plugins are:
1. They should not be sold to players or used as incentive to make players 
donate to pay for community server costs.

I'm really just some random dude (who spends a bucket load each month for 
hosting), my thoughts and comments only reflect that of myself and at the end 
of the day, everything is speculation. I'm putting this out there since the 
topic came up and thought someone may see some new shades of grey on the topic. 
The respective of my writings are geared towards "what Valve would be thinking" 
and are speculation only.

Hossain  Friday, July 3, 2015 4:08 PM     I run several community servers where 
around 800+ players play. Some weeks ago some players knocked me and told me 
about this server where  they can use any skins from CS:GO from a menu. They 
asked me to check the server and implement in the server. I checked and found 
the plugin. Eventually, I found out that the plugin has been banned from 
sourcemod forum. I can't really decide whether I should implement this plugin 
or not. Sourcemod banned one the ground that it interferes with CS:GO's 
economy. I am interested on Valve's opinion on this. Though there seems to be a 
lot of community servers using just plugin, I just don't want to repent for any 
mistakes. Because in 2013 most of the CSS players from our country got VAC 
banned because of playing in cracked server.
