No that won't work. Startline command -nobots is the only way to properly disable bots from appearing. There is a bug in the system where after map change, server is filled with 10 bots constantly rejoining and joining and they try to fill the slots real players try to spawn to. Nobody cannot enter since the server is full and bots don't leave.

This bug is very real and has been there way over a year, just like the scoreboard messing up when there is mp_halftime set to 1 on community servers running competitive mode. Nobody seems to care, as the bots issue and this one has been reported multiple times everywhere.
