Yep, I have exactly the same problem. It was introduced by Valve a few updates ago. Basically there's a problem with the spawning on mapchange/server restart, and i've experienced a server with 20+ players being stuck like this, and only thouse who tried to go spectate - and join a team managed to start the round. Anyone else having the same problem?
