After further checking, it appears that because sv_maxupdaterate was set to 0, it is now forcing that upon players now in a negative way as it never did before. I'm almost positive having that cvar set to 0 would always allow it to max out like fps_max, right? My apologies to Absurd for diverting your original thread but I wanted to follow up on what I posted last night.
