On a serious note, did you really try to install a vanilla server? Literally 
from scratch, without copy pasting anything from your previous server?



This really looks like some configuration problem with your server, if you 
don’t have sm or mm installed then it must be somewhere in the configs.



Try to create a new account on your server, download steamcmd, install a new 
csgo server and launch it.

The issue should not happen at that point.

Start adding your own configs and features block by block and test each time. 
Stop when it happens and locate the source.

That became a problem after respawn-blocking bug fix. Now everyone who joins 
after begin of the round do not spawn until the next round. For my servers, I 
am using 5 sec warmup or mp_restartgame 1 at the begin of the match to prevent 
this.
