sv_allow_votes 1 will give each team the ability to vote on everything. Including a 1 minute timeout per game. Which I think is also what the pros have at majors. Maybe they get one timeout per half.
Length of the time out can be configured using mp_team_timeout_time [Number in seconds]. There isn't a way to give each team extra timeouts. Like two per game or anything like that using the vanilla cvars. Some plugin like War mod or pug mod allow for timeouts to be called via .pause or .timeout in chat. Amount of timeouts and timeout length is configurable. Amount of customization varies from plugin to plugin.
