My bad. I read your post when I was first waking up and sometimes my
dyslexia gets the better of me.

Anyway the vote to start match can be accomplished via ready up commands
with various PUG mod plugins. There are 3 or 4 good ones floating around.
At majors Valve packages a special version of the server just for use at
major tournaments with extra voting commands as well as other features.
These features can't be accessed or enabled via the public client. Which is
why you'll notice regular season matches and non-valve sponsored
tournaments use ebot or their own clients to have every player or at least
team captains ready up before starting the match instead of a vanilla
voting function built into CSGO.
