I have no idea. I was just pointing out that the other person clearly meant
server rates, not client rates. I've never seen this problem, but I figured
I could at least clarify an obvious misunderstanding where I saw it. I
apologize if that was unwanted.

Rates don't have anything to do with it. If server/client rates were the
problem, the problem would have existed well before the update in question.
TF2 made an update not too long ago that caused this issue as well, and
their dev team was able to resolve it the following update. There should be
no reason why the CS:GO devs can't do the same.
