It seems that's not the "td" but the a.p. header that in Op8 becomes bigger, and apparently this is caused by the contained float having a top margin. I recreated a small test case [1] with 3 containers (a.p., with overflow:hidden, with overflow:auto) each containing a floated element with a top margin. In Op8, in all cases the container correctly expands to enclose the float, but the top margin is also replicated as bottom margin! I've seen in the past very similar problems, so I can't say if this is really a new bug (anyway it is not present in Op7.)
