Greetings:

1. How does one duplicate the behavior of the "target" attribute for
hyperlinks using CSS? Specifically, opening links in a new window?

2. Is it possible, using CSS rules, to do this *only* for external /
fully-qualified links, meaning those that begin with the protocol and
specify the entire FQN of the destination address (href="http://..."; as
opposed to href="/..." or href="#...")?
