(You need to add "www." at the start of the domain on that link or the 
server gives an HTTP 400 "Bad request" response.)

In Internet Explorer go to the "Tools" menu and select "Internet 
Options". On the "General" tab, click the "Settings..." button in the 
"Temporary Internet Files" fieldset, and change the "Check for newer 
versions of stored pages:" value to "Automatically", rather than the 
"Every visit to the page" you currently have it set to. OK out of the 
dialogs and you'll then find the images are fetched from the cache 
correctly.

"Automatically" is the factory setting and the only people who ever 
change it are web developers; so normal people will see the site as you 
intended anyway.
