I'm probably missing something, but I cannot see the effect, using e.g.
default settings on IE. The bullet size is the same, independently of the
font size of the li element or the ul element. This is explainable (though
not really acceptable) on the grounds that the bullets are not textual
content but part of rendering style. To puzzle us more, if the font size
is changed (e.g. to Smaller) in IE's font size menu, the bullet size is
modified too.
