there is a CSS method described by Stu Nicholls at

and a javascript method by David Dorward:

Before removing these borders I recommend reading David's article.
These borders do not exist just for fun but for accessibility.

Thanks, jens!  I encountered both sites earlier today -- I understood one of 
them, but not the javascript one.
I have assigned a different colour for the a:hover & a:active states -- would 
that not show up if accessed by keyboard
rather than mouse?
