The spec required fixed width margins, liquid content area, content first 
for SEO and a border with different background color around both header and 
3-column areas. I want to produce a short course on how to achieve this type 
of layout using CSS. I haven't seen the layout used on other sites nor in 
CSS forums!

Does it work, especially when browser is resized?

Suggestions for overcoming CSS shortfalls appreciated. It's meant to be 
compatible with "modern" browsers.
