The conditional behavior has to be corrected. Until then, reports of 
broken pages that rely heavily on the correct CC interpretation are of 
not much worth for MS.

Second: The emulate-IE7-button should overrule the X-UA "IE=8".

(Alternatively, a yellow sign should pop up: "Sorry, but the author of 
this page decided otherwise. And while we're at it, the author thought 
his px-fixed text is readable, so you cannot use the text enlarge 
either. Try the page zoom instead. Sorry again.")
