I don't know *exactly* what it means, but I know that you have to have a really good text editor to see it, because usually it won't show up.
It appears *before* even the doctype in the head of your document. It'll be the very first thing you see. I can't tell you what kind of text editor to use so that you *can* see it, but I know Dreamweaver and Notepad won't render it visible.
